read through each section in 3.0, Statement of Needs carefully and include the appropriate proposal responses referencing the particular section to indicate that they will comply or, how they propose to meet or exceed the specific requirement. Organizing proposal responses in this manner will greatly assist the evaluators. 4.2.4 Pricing Schedule(s): Offerors shall provide a complete, comprehensive pricing schedule for the school level(s) they propose to service. Vendors are to provide information on three (3) to five (5) of their standard picture packages for each school level they are proposing. Packages must be clearly identified by school level, must indicate the size and quantity of pictures contained in the package and must indicate the current price of the package that will be offered for the 2022-2023 school year. If additional packages or information is provided at each level, Offerors shall indicate such. Principals at each school may select packages other than those included in the vendor’s proposal however pricing of these packages must be comparable to those submitted in the vendor’s proposal. 4.2.5 Samples: Offerors shall provide sample photographs, promotional materials and other literature in this section of the proposal response for Owner evaluation and review. Sample photograph packages that are of the quality the vendor proposes to provide. This should include a variety of photographs for the school level(s) the vendor is proposing. Photographs must be arranged and identified as to the school level.

4.2.6 Offeror’s acceptance of, or exception to, the RFP including all stated Terms and Conditions on the form provided.

5.0 EVALUATION AND AWARD CRITERIA 5.1 Evaluation Criteria. An Evaluation Committee will evaluate the proposals using the following criteria. 5.1.1 Offeror personnel proposed to provide services inclusive of required references (15 pts) 5.1.2 Offeror’s Qualifications inclusive of ability to meet or exceed the Owner-stated requirements for each applicable school level, and the Offeror’s response to these requirements (40 pts)

5.1.3 Standard Picture Packages (30 pts) 5.1.4 Commission and Support (15 pts)

5.2 Award of Contract: Selection shall be made of multiple Offerors, on basis of the proposed school level(s), deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included in the Request for Proposals, including price. Negotiations shall be conducted with the Offerors so selected. Price shall be considered, but need not be the sole determining factor. After negotiations have been conducted with each Offeror so selected, the Owner shall select the Offerors which, in its opinion, have made the best proposal, and shall award the contract to those Offerors. The Owner reserves the right and intends to award to multiple Contractors, but no more than 3 per school level. The Owner may cancel this Request for Proposals or reject proposals at any time prior to an award, and is not required to furnish a statement of the reason why a particular proposal was not deemed to be the most advantageous. The Owner reserves the right to request interviews with top-ranked Offerors as part of the evaluation process. The award document will be a contract incorporating by reference all the requirements, terms and conditions of the solicitation and the Offeror’s proposal as negotiated.
